i new , raw web hosting , joomla too. trying make web site joomla dummies , joomla inst guides.
after having failed recover/reset admin password thru forum posts, requested hosting provider , in 5 min. flat got password. directories including configuration.php became un-writable. whole day lost in trying various actions suggested other users. nothing happened
there red exclamation mark in yellow triangle aty 3 places
1 global configuration -> server -> database setting -> database prefix (which jos_)
2. -do ->system -> media settings
3. -do- -> site -> seo setting -> use apache mod rewrite (radio button @ no)
will expert kindly me overcome problem or have re-install whole thing again

what comes down folders not have proper permissions set. somehow got reset unwritable.
you can manually set permissions per: http://docs.joomla.org/what_are_the_rec ... issions%3f
depending on host, may able via host login. or can via ftp program if using one.
or if brand new installation starting on may least frustrating route.
but looks it's simple permissions issue.
